On Aug. 11, 2025 Jayce Scott presented his project to Clarendon County Council, outlining the symbolism behind the proposed design and urging the council to consider its adoption.
Scott said he was motivated after learning that only 15 of South Carolina’s 46 counties have flags, compared to 73 of North Carolina’s 100 counties. “I decided to be a good idea to bring it up to the council to help the entire county and at least try to move it forward,” he told council members.
The senior connected the project to the upcoming 250th anniversary of the nation in 2026, saying a county flag would be a chance to celebrate Clarendon’s heritage while fostering community pride across its 696 square miles.
Scott’s flag incorporates elements of South Carolina’s past with a local focus. A green stripe runs across the center to symbolize the community’s spirit, while two white stars represent the towns of Summerton and Turbeville. The outline of Clarendon County marks the position of a star for Manning, and the county seal appears at the center.
The design also includes a white crescent and the word “Liberty,” echoing South Carolina’s Revolutionary War-era Moultrie flag. Scott explained that these features honor the state’s history while uniting Clarendon under a distinct emblem.
Council Chairman John E. Johnson III joked about breaking the ice for the nervous presenter before assuring him the proposal would be reviewed. “I do like the idea,” Johnson said. “We will discuss that, and we will talk it over. I’ll try and get back with you before the next meeting.”
Scott said his goal was not only to create a flag but also to foster unity and pride among Clarendon’s nearly 700 square miles.
