According to an article by The Palm Beach Post, the former flag of Royal Palm Beach was adopted as part of an art contest at Crestwood Middle School and Royal Pines School, starting in February 1994 by order of the mayor. The winner and designer of the flag in the end was Amy Young, who won $100, and the final version of the flag was refined by professional artist Ed Tritt, some elements also being added.

The flag was first hoisted on July 4, 1995 for the city's celebrations of American independence day. The flag is symbolic of Florida, and depicts things such as a bird and palm tree watching over the waters and the sun. A ribbon and swirls of leaves are also shown.
