Description of the flag

After contacting Eagar's town clerk, I was informed by Eagar Town Clerk Jessica Vaughan that Eagar has a municipal flag with the old logo, and may be updated soon.

While looking earlier for an Eagar flag, I found this photo with something city flag-ish.

I believe that partly visible flag on these two photos is the flag of the Town of Eagar, but I don't recognize the device on it. It might be the old logo or seal or specially designed device for the flag?
