The coat of arms and the flag of Semič are prescribed by Decision Odlok o grbu in zastavi Občine Semič, adopted on 28 April 1997 and published on 5 June 1997 in the official Slovene gazette Uradni list Republike Slovenije, 32/1997, superseded by a new Decision, Odlok o grbu in zastavi Občine Semič (text, no image provided), adopted on 26 June 2008 and published on 8 July 2008 in Uradni list Republike Slovenije, 68/2008.
The only noticeable changes in the new Decision is the amended Article 10, prescribing where the flag is permitted to be used, and the expression of the fee for misuse of the flag in Euro.
The Decision says: "The flag of the municipality of Semič is green (HKS 57 K), in width to length proportions 1:2.5. When the flag is hoisted vertically, the coat of arms is in the middle of the upper half."
The colours are prescribed as:
- Red: Pantone 1795u (14 pts Pantone warm red 86.2, 2 pts Pantone Rub. red 12.3 and 1/4 pts Pantone black 1.5);
- Green: Pantone 354u (13 pts Pantone green 81.2 and 3 pts Pantone yellow 18.8);
The inscriptions are in black, in a Corel Draw font [sic] named
"Lithograph normal".
The green shade is the same on the coat of
arms and on the flag.

According to the Decision:
The coat of arms is made of typical elements representing the identification of the municipality on wider, state level. A stylized grape represents vine growing as the most important activity in the municipality, and therefore the grape is in the center of the coat of arms.
An important part of the coat of arms is also a stylized linden leaf, in its upper part turned towards the grape playing the role of the vine tendril. The shape of the linden leaf recalls that the municipality of Semič is famous for numerous old linden trees, among which the most famous is the kočka lipa, 600-year old. With these two natural elements is represented the connection between the linden leaf and the grape, between the tradition and the modern times.
