It is a typical Portuguese communal flag, with the coat of arms centred on a plain purple field (village rank).
Source: I spotted this flag in front of the local administration building on 30 September 2013.

Shield Or, on base a valley Vert, above a couped belfry Sable with port and windows Argent and a bell Gules, topped by a Latin cross Sable and flanked by a branch of olive Vert fruited Sable at dexter and a bunch of grapes Vert fruited Purpure at sinister. Meaning:
The (royal) coronet of a queen (Port.: rainha) and the forests (Port.: matas) together are canting.
