The flag of Mazatlán is white with the coat of arms centered upon it. I have not found an image of it being used by the council, but it certainly exists, although unsure to what degree of being official. It has not been adopted by law.

The coat of arms of Mazatlán was designed by the creator of the coat of arms of the State, Rolando Arjóna Amabilis, and approved by Presidential Decree on 18 September 1959, appearing in the State Newspaper on 24 October. The border of the shield reads "MAZATLAN" at the top; at the bottom "MAZATL", where the name for the place originates from which means "place of deer". In the inner section is a deer with two gusts, making it appear as if it was roaring; it represents the place name. An anchor is depicted in homage of the sailors who found it and its status as a port. The two islands represents the legend of the Two Brothers. They fought for the love of a Mazatlán woman, who imposed a challenge of finding the best snail at the bottom of the ocean; both brothers drowned at sea and it returned two white stones to its surface as witnesses. To the left is a siren holding a mask as an allegory of the Carnival in Mazatlán starting in 1898, and to the right a siren holding a book as an allegory of the literary tournaments of the Floral Games in Mazatlán. Behind the shield is a representation of the moon at night and the sun by day. The moon depicts a crab as it is the Zodiac symbol of Cancer; the port lies near the Tropic of Cancer. Behind this, there is another anchor.

The coat of arms as originally approved by the Municipal Council on 24 June 1959 was designed by the artist Malaquías Escalante. It only lasted a few months though until the presidential decree caused the adoption of another one, which has some of the same elements. The shield depicts in its border, at the top, two sailfish for fishing; to the sides two sirens, and at the bottom a sun for the day with a crab representing the sign of Cancer, as the port lies close to the Tropic of Cancer. In the inner section, a deer appears roaring representing the origin of the place's name as "place of deer", anchor for the port and as a homage to the sailors who found it, while the two islands represents the legend of the Two Brothers. Above the shield is the name Mazatlán.
