The coat of arms was approved by the Nuevo León Society of History, Geography, and Statistics on 31 December 1981. It was designed during the Administration of 1980-1982 under Municipal President Daniel Fidencio Morales García by the Ambrosio Guajardo y Morales school. Three submissions were given to the society, which decided on the design. The coat of arms has the same form as the coat of arms of the State, having a helmet on top and a ribon below in the national colors reading SALINAS VICTORIA, N.L. The border of the shield reads to the sides and bottom CULTURA FIDELIDAD TRABAJO [Culture, Fidelity, Work].
At the bottom, next to FIDELIDAD are the years 1636 and 1826; when it was founded and when it became a Villa, respectively. The upper-left section depicts a red crowned lion, symbol of the State. The upper-right depicts the Municipal Building. The lower-left depicts the Our Lady of Guadalupe church, with a crown and three stars above as a representation of her. The lower-right section depicts an Indian in front of a Spaniard, remembering the time of the Conquest; below, a crossed pick and shovel for mining in those times, and a sheep above for cattle-raising. In the center is an inescutcheon, divided into two halves; the left, over blue, two anchors; and to the right, an evergreen oak tree. These are the symbols on the shields of the Salinas and Victoria surnames, respectively.
