The council informed me they have a flag; it is likely white with the coat of arms centered upon it. Speculative image attached.

Coat of Arms

from archivos.juridicas.unam.mx

The council informed me their municipal coat of arms was adopted in 1984, being designed by Arce Galván and adopted through a contest, being organized by the Government of the State. The coat of arms has the same form as the coat of arms of the State, having at the top a helmet and at the bottom a ribbon in the National Colors reading MELCHOR OCAMPO N.L. To its sides are the years 1702 and 1948; its founding and municipalization years respectively. To the sides of the border are indigenous weapons: arrows and bows to the left; Spanish ones to the right, that is: clubs, a hammer, and swords. At the top are bees, symbol of the people as hard-working. The upper-left section depicts the Municipal Building. To the upper-right is a crowned red rampant lion, symbol of the state. The lower-left section depicts a dam, corn plant, and bovine; these are the primary economic activities of the municipality. To the lower-right section is a school, with a book above for education and cross for the religion of the inhabitants. An inescutcheon is placed in the center, displaying the face of Melchor Ocampo who the municipality is named after.
