The coat of arms was adopted during the Administration of 1983-1985 under Municipal President Ricardo Morales González. It was adopted on 15 September 1983, being created by Celso Garza Guajardo and Gerardo De León Torres. The shield is scrolled, having under it a ribbon reading EL CARMEN N.L. At the bottom of the border is the year 1852, when it became a municipality. To the sides are the words HACIENDA DEL CHIPINQUE, the original Hacienda in the area. The inner area is divided into four sections, having in the center an inescutcheon. The upper-left depicts the Salinas River in front of the Minas Viejas Hill, a geographic representation. To the upper-right is a crowned red lion, a symbol of the State. To the lower-left is a representation of the economic activities: industry (two cogwheels) and fruticulture (tree). The lower-right section depicts the Nuestra Señora de Guadalupe church. The inescutcheon in the center depicts three circles on black; it is the shield of the Villarreal surname, in honor of Diego de Villarreal, who is attributed for starting the definitive settling of the place.
