The coat of arms of Saltillo was designed by the historian and engineer Don Vito Alessio Robles. He offered the design himself to the city council. It was painted by Mateo Saldaña and adopted by the Council on 3 December 1937. The shield is scrolled. At the top are two torches; the one on the right for the Ateneo Fuente School and to the left for the Revolution, as Saltillo is where it was born. The border reads the motto HOMBRES FUERTES TIERRA RICA CLIMA BENIGNO [Strong Men, Rich Land, Benign Climate]. The upper-left section depicts a tower flanked by two trees and three stars above; this is a symbol of the Basque town Oiartzun, the hometown of Francisco de Urdiñola, who had a great effect on Saltillo in its early years. The upper-right section with a swan starting to fly over a teocalli; this is the symbol of the Lordship of Tizatlán, place of origin of the Tlaxcaltec people who founded Saltillo. The lower-left section depicts the hieroglyph of the name Saltillo, in Nahuatl meaning "high land of many waters". The lower-right section depicts a red eagle representing the Guachichil tribe that previously inhabited the area at the start of the colonization of the area.
