The coat of arms was designed by Don Vito Alessio Robles, being approved by the Congress of the State on 9 June 1950 and approved in a council session on 4 May. To the sides of the shield are flags in the National Colors for the nationality. At the top, a feather hat in green and purple for the Indian tribes that lived here before the Spanish conquest. To the left of it, an axe, spear, and club as indigenous weapons; to the right, a lance, halberd, and sword for the Spanish weapons. The border reads at the top PIEDRAS NEGRAS; to the bottom MEXICANIDAD. In the inner section, there is an eagle on a bunch of black rocks (Piedras Negras), remembering the municipal name; the river currents left exposed anthracite, appearing like black rock, while the eagle remembers that the area has historically been named the Pass of the Eagle.
