The coat of arms was approved on 12 December 1978 by the Congress of the State, being designed and painted by Ricardo Rodríguez Martínez, during the term of Municipal President Sergio Rodríguez Balderas. The border is green, reading at the top NAVA. At the bottom is the motto Tierra de Progreso [Land of Progress]. The upper-left section depicts a tunnel, with a minecart over a track and a miner working visible; representing the mining of carbon resources. To the upper-right, a thermoelectric plant, a driving force of the local economy. The lower section depicts a ploughed field filled with water. To the left, trees, bushes, and cattle are seen. To the right, a farmer on a tractor. In front, two cobs of corn and a bundle of wheat; this section represents agriculture.
