So, it can be either plain red, red with yellow border,
red with coat of arms and red with yellow border and coat
of arms — is that it? And how wide is this border?

The current Oruro department flag is the flag used
in the war of independence by Sebastián Pagador,
Barrón and others. The red is for courage and bravery.

The editorial of La Patria (Oruro), 23 August 2005, questions the validity of the symbols of the department of Oruro. The origin of the current coat of arms of Oruro is not really known, neither is the meaning of its three quarters. Old documents show a completely different coat of arms of Oruro and further historical research is required to know which of the two designs has the precendence.
The rojo carmesí flag is seen by some as the implicit acknowledgement of the Spanish domination and the lack of the creativity required to design a banner with colours related to the natural richness, the mines and the sky, said to be the purest in the world. The author expects new symbols (the municipal anthem is addressed, too) to be designed for the celebration of the 400 years of the city, to be held in 2006.
