Flags of Foča

I have not been able to find flags like those presented in 2013 (below), but of a very similar description. And only a vertical one that can be placed horizontally. I don't know if the flag with the border existed or if that information was incorrect from the beginning.

The flag of Foča is white with a light blue border and the municipal coat of arms in the middle. It is used either horizontally (photo) or vertically (photo).

The coat of arms of Foča (municipal website) was adopted in 2005, among 38 proposals submitted during a public contest. The design proposed as "Omega"was, "after consultation with art historians, heraldists and painters, corrected by Pr. Miodrag Živković, a sculptor".
The final report of the commission in charge of the contest presents the coat of arms as follows:

1. The base of the coat of arms is a shield in shape originating from the 13th century.
2. The central place in the shield is occupied by a stylized rosette, originating from a standing gravestone (stečak) from the 13th century, found ina the village of Hum near Foča and transferred in 1934 to the National Museum of Bosnia and Herzegovina in Sarajevo. The stone is located today in the central part of the museum park, among other artifacts of cultural heritage from all parts of Bosnia and Herzegovina. It The stone is the oldest cultural material in Foča.
The rosette is flower-shaped, with eight petals surrounded with two circles each composed of 24 identical square fields.
The rosette is represented in alternating shades of golden colour.
3. Under the rosette are two white rivers, on which the rosette is leaning on, forming a flower.
4. The top part of the shield is divided by a white line in the shape of a bridge. In that field is dominating Mount Maglić, a recognizable natural characteristic of Foča and the largest mountain in Bosnia and Herzegovina. The two symbols are represented in white colour.
The background of the top field is in light blue, the colour of the sky, while the base of the shield with the rosette is in dark blue.

In other words, the coat of arms depicts on a blue shield in a white disk a golden rosette composed of an eight-petaled flower encircled with two rows of 24 squares. In the base are two white wavy stripes. The chief, fimbriated white with a stripe protruding vertically towards the disk (stated to represent a bridge), is light blue depicting the white shapes of Mount Maglić.
