Flag of Travnik

The flag and arms of Travnik (municipal website) are prescribed by Decision Odluka o grbu i zastavi Općine Travnik, adopted on 16 March 2012 by the Municipal Council and published on 17 March 2012 in the official Municipal gazette Službene novine Općine Travnik, No. 3 (text). The rules of use of the symbols are prescribed by the companion Decision Odluka o upotrebi grba i isticanju zastave Općine Travnik, adopted on the same day and published in the same issue of the gazette.

The flag is prescribed in proportions 1:2, as white with the municipal coat of arms in the middle.
Article 19 allows the Mayor to use in ceremonial occasions a small version of the flag as his car flag.

The commission to run the contest for the design of the symbols was appointed by Decision Odluka o imenovanju Komisije za utvrđivanje prijedloga dana općine Travnik i za provođenje konkursa za izradu idejnog rješenja grba i zastave općine Travnik, adopted on 20 December 2009 and published on 30 December 2009 in Službene novine Općine Travnik, No. 18 (text). The contest was announced by doxument Javni konkurs za izradu prijedloga idejnog rješenja grba i zastave općine Travnik, published on 30 September 2011 (text).
A news article presents the awards given to 1. Bajrami Sami, 2. Bešlagić Adnan, 3. Lozo Anes, all from Travnik. Presumably, the first-awarded is the symbol's designer, although thid is noy explicitly stated.

Article 2 of the aforementioned Decision name the elements of the coat of arms as Mount Vlašić mountain and the "medieval fort" of Travnik. The wavy blue line is said to represent the "hydrological potential of the watercourses of the municipality".
The municipale website also showe a "ceremonial" version of the coat of arms, described to be in a "Baroque" shield. However, this coat of arms is not mentioned in the relevant Decisions. It may be simply a proposal eventually not adopted.

Former coat of arms of Travnik

Travnik used two successive, unofficial coats of arms in the past (Populari database).
It seems that a first coat of arms was adopted in the mid-1980s. The Populari database shows it as blue with a metal ornament from the wall of some building, probably the Town Hall. I believe that the ornament pictures a ram's head in the base and there is the Socialist five-pointed star in the top, The central arrow may be intended to represent the clock tower (sahat kula).
In the first half of the 1990s, the emblem was somewhat modified to reflect the new period. The skyline of the town was added in the top part of the ornament, the star was removed and a large crescent was added along the base. The name of the municipality and a square with a fleur-de-lis was added in the chief. Probably various colour combinations were used, but I found only the black and white version.

A vertical flag is nowhere mentioned in the Decisions, even though the attached drawings show the table flag in that form, with the coat of arms offset to the base. A hint of the table flag may be found in Article 18 of the Decision on the rules of use of the symbols, stating that the flag "in prescribed or smaller size may be used in the official premises of the municipal administration." The actual size of the flag is nowhere actually prescribed in either of the two Decisions.
